Unfortunately, you simply cannot combine or merge two Apple IDs into one. This includes moving over services like Apple Pay, Apple Card, Music, Games, etc.

I was able to fix this by removing and re-adding the card on my Mac.
Mac > System Preferences > Wallet and Apple Pay
Remove this Card... for the card that's not working.
Add Card... and re-add ...
