Python has been installed as /usr/local/bin/python3 - I take it back it appears to have worked, whether or not it runs without XCode 9+ I don't know. Thanks and I will mark as the answer.
Have run into issues with the brew route - turns out my XCode needs updating and I can't support the current build (11.x something) and at the moment am trying to find 9.2 (which hopefully I can - was on 8.x something). Appears not only do I have an old Mac I have several things that need updating.

I was advised by others that the upgrade to Python 3 should isolate what the problem is "You've got multiple things out of date here, but the crux of your problem is likely python 2.7's OpenSSL module. This has come up in the past. The key part of the error is 'TLSV1_ALERT_PROTOCOL_VERSION'. The easiest test/resolution is to install python 3"
Thanks I want to install Python 3 - I gather there are multiple ways of doing it so I was just looking to get my head round all of them and figure out which one I can make work (if that makes sense).
@JBis understood - just wanted to try and round this out. From the Etre Check it just looked like the only thing it pulled was the AVG which I had installed.
@JBis think I could probably download AVG for free as well (from memory it's free for Mac - I'm a long term Intego customer). As I said though until we know what's going on with it - I'd just be a bit mindful of using the Admin password on anything (e.g to install something).
@JBis bare in mind when he restarted Safari I was at the other end of a phone and he told me he had a 90 second timer - before it said that his hard drive would suffer potentially terminal damage. By the time he told me he had about 60 seconds left and I couldn't think quickly enough (couldn't remember if he had his internet wired in or over wifi). Should have just told him to pull the plug
@JBis so effectively partition the problem under a different profile? Could see the Malwarebytes route as well but would be just a touch wary about having to do anything with the Admin password.
Don't know to be honest. He would have admin rights. My parents share the computer. I don't think he would have been that stupid but wouldn't want to rule it out.
