I face the same issue, I just plugplugged my androidAndroid phone with usba USB cable and fromI enabled USB tethering on the phone setting allow usb trething and macOS Big Sur recogniserecognised it perfectly. then

Then I downloads Mojave and makedownloaded Mojave, made a usbUSB pen drive for old OSit and was able to go back to my old operating system.
