You cannot screen share by connecting a male-to-male Mini DisplayPort cable between the two Macs.

Will the Apple Thunderbolt 3 to 2 Adapter allow me to use Target Display Mode on my iMac with the source being my PC?
Since the 2013 iMac requires a Thunderbolt connection for Target Display Mode (not DisplayPort), the Apple Thunderbolt 3 to Thunderbolt 2 adapter should work just fine. HDMI is not related in any way ...
