Maximising battery longevity: when to charge
Strictly speaking the "best" remaining charge level to reach before plugging in to maximize battery longevity would be around 40%, and then charging it up to about 50% or 60%.

Does the MacOS have awareness of its charge current or charge rate?
Yes, macOS does "allow" the user to know that information.
An easy way to access that information is to use the third party app coconutBattery:
