If I've previously bought a song in iTunes, can I download it again on another computer without paying for it a second time? Both computers are authorized to the same account.

If you log in to the iTunes Store with the same Apple ID, you can. Go to the Purchased section (located in the sidebar on the main page) and re-download any songs you wish.

No, that is not possible. That is described on that apple support page.

But as noted on that page, you may copy the song/file yourself, and given that the second computer is authorized, you will be able to play it. – sdg Jan 6 '11 at 14:32
  • It is possible, and has been for several months. See my answer for further info. – Timothy Mueller-Harder Feb 8 '12 at 2:21
  • @TimothyMueller-Harder You're right now! But it was not possible at the date of my answer! – Tim Feb 8 '12 at 13:48
  • @TimKrueger As I said, it's been around for several months… January wasn't several months ago. – Timothy Mueller-Harder Feb 8 '12 at 21:44
  • @TimothyMueller-Harder Sorry! I misunderstand your first comment! My English is not the best! – Tim Feb 9 '12 at 11:53

You will be able to copy it yourself, with a USB stick etc, or if you are running the latest version of iTunes and both machines are on the same network you will be able to use Home Sharing to identify which tracks are in one library but not the other, then copy them across. You can even set Home Sharing to automatically sync new iTunes purchases.
