I'm using BigSur 11.7.5.

I want to be able to change the color of the dock solely by means of a command-line utility. This way, I can programmatically change the dock's color in response to certain software events which occur.

Is there any way to do so?

UPDATE: Given the way macOS has been designed, it looks like it's impossible for me to have what I'm asking for. In the first place, the macOS UI is not very configurable; and secondly, those configurations of the dock's look and feel which are available do not seem to be settable via any kind of command-line utility.

I've pretty much given up on resolving my question, but I'll leave the question open, in the unlikely case where some sort of answer might eventually show up.

Yes, if you're looking to customize the design of your interface, then macOS is not the OS for you.
