Followed directions to add a group on iCloud. Selected all contacts but I am unable to drag any names to this group. Plus icon asks for a new contact, not an existing one that I wish to move to the group.

Depending on your operating system this may be a bug and quitting and relaunching Contacts may solve this issue. Did you quit and relaunch Contacts.app? – Redarm Apr 7 at 21:42
