Where does zsh get the values of LANG & LC_CTYPE if it is not in .zshrc ?

I check my ~/.zshrc and it didn't set them, but if I run printenv I find they were both set, although not the values I need, for example LC_CTYPE=UTF-8, but I need it to be LC_CTYPE=zh_CN.UTF-8.

I know I can just export them in .zshrc. But I am curious where did they get the values. If I run defaults read -g AppleLocale it is zh-Hans_US

I notice there was a question Where does $LANG variable gets set in Mac OS X? but after reading all the answers I believe that is not my question.

BTW, I use oh my zsh, does that complicate the issue ?
