I keep deleting a folder in the Documents folder and iCloud keeps re-downloading it. How do I effectively delete a folder from my mac & iCloud with Mojave?

More info:

I initially moved the folder to a .nosync folder to prevent iCloud from syncing it & deleted all the iCloud hidden files. The folder contains projects that are routinely checked into git, so there is no reason for iCloud to deal with them - and iCloud doesn't appear to play well with git (and I don't want it to take up my iCloud space). After moving my git folder to the .nosync directory iCloud immediately started re-downloading the files.

I can delete the files, but once I empty the trash they start re-downloading again (sometimes it takes a few days)

It doesn't seem to matter how I delete them (rm -rf, finder, sublime text). They always seem to come back.
