I use a utility call HELM to change my /etc/hosts file for a domain name to test if a site on a new server is working correctly before I point the DNS to it.

However the way my resolver is working is that it searches the name servers first, then MDNS. I would like to switch that order so that when I make a change in HELM, it actually takes effect with all my apps, including my browser.

I'm running macOS High Sierra.

If I run: scutil --dns I can see that the first thing on the list is my DNS server and the second is MDNS.
