OS: High Sierra

My first Macbook was defective and I want to recover the entire system from my time machine backup onto the replacement. However, if I follow the installation assistant and recover from time machine, the core system remains unchanged. For example Safari does not include my installed addons, my sudo authentication via touchid needs to be set up again, photos library gets analysed again etc.

Is there a way to restore the entire system, not just the files and apps?

From what I've understood from here, would I have to delete the OS drive and then recover from the backup?
