I've tried

sudo /System/Library/PrivateFrameworks/Apple80211.framework/Versions/Current/Resources/airport prefs JoinMode=Strongest JoinModeFallback=Prompt DisconnectOnLogout=NO AllowLegacyNetworks=YES

It didn't help.
