SIM unlocked iWatchApple Watch gift

If I am to purchase in NYC an Apple Watch in NYC to be used by a relative in Amsterdam, can I purchase a SIM unlocked watch and expect it to work with any of the carriers? If not, which carriers will support cellular iWatchApple Watch.

As I understand it, the eSIM inside the watch is not removable and copies the SIM info from the iPhone.
