edited title to be specific to actual problem since the purpose of why you want to use FTP is unrelated to the entire tool missing on macOS (shown by the "command not found" rather than an error from the FTP tool)

I am following a linux command line book to learning compiling.

    [me@linuxbox src]$ ftp ftp.gnu.org 
    Connected to ftp.gnu.org. 
    220 GNU FTP server ready.
[me@linuxbox src]$ ftp ftp.gnu.org 
Connected to ftp.gnu.org. 
220 GNU FTP server ready.

I tried and it reportreported an error

    $ ftp ftp://ftp.gnu.org/
    -bash: ftp: command not found

and

    $ ftp 
    -bash: ftp: command not found
$ ftp ftp://ftp.gnu.org/
-bash: ftp: command not found
$ ftp 
-bash: ftp: command not found
