Thanks to @etaionshrd on Reddit I foundwe have this Terminal command:

defaults write com.apple.dock slow-motion-allowed -bool true && killall Dock

If it doesn't work, try copy-pasting it. There is no auto-correct in Terminal and spelling counts. Works for me macOS 10.13.2 High Sierra.

Edited link so the anchor link works on reddits new on the posts new i mean so that it was updated so it goes to the comment subthred thing where the guy answers the question with like a thousand likes but nobody notices him except me and like one other guy
