A couple of weeks ago I needed to change some com.apple.symbolichotkeys AppleSymbolicHotKeys and had to use type = 'standard'; for it to work; however while it worked in that instance, days later I tried some different AppleSymbolicHotKeys for an unrelated issue and while the .plist file was changed it didn't reflect in the GUI nor did the change work. Only manually changing it thru the GUI worked in that second instance. I have not tested it with what you were trying to accomplish. It really depends on what's being changed whether or not it will work without a logout/reboot or at all.

This portion of the command type = standard; should actually be type = 'standard'; note the quotes around 'standard' . That said though, sometimes even with a properly formed command line the change just does not take effect, even with ; killall -u $USER cfprefsd added to the end of the defaults command. Also the full path to the .plist file in this use case is not necessary and simply e.g. defaults write com.apple.symbolichotkeys AppleSymbolicHotKeys ... and the remainder of the command is all that's necessary.
