It appears Apple renamed Terminal menus from "Select Next Tab"Select Next Tab to "Show Next Tab"Show Next Tab. Same for "Previous"Previous. If you just rename the menu titles in your Keyboard Shortcuts accordingly, your shortcuts should start working again.
