I am thinking about giving out iPad Airs to my customers. However, I have some concerns about how to "gift" an iPad + 3G.

Here are the problems we are facing:

• Is there a feature where we can, with one order, send multiple out at once to different locations? It seems pointless to ship them here and ship them back out when we could just go directly and save money.
• How should we handle 3G? This is a big concern of mine. We want to give them 3G devices since there is an app that they can use on the go to increase productivity, however we don't want to mess around with paying their bill. When we buy are we responsible for the bill?
• Can they use the iPad without activation? i.e. we ship it and they can activate the 3G if they want to but don't have to?

Do we have to pay the data for the device or could we make them responsible for the data? Does it require a contract or is it that it's just a normal iPad until they walk to their neighborhood ____ store and get a SIM card? Or is it where there is a contract like a phone and we will be billed?
