I am a dedicated Christian who loves Macs. I've been homeschooled all my life and currently trying to finish up my junior year of high school. I enjoy just about anything that has to do with computers. I AppleScript and shell script a little bit.
I am currently a LAMP programmer with Inventaweb.net.
I have also been editing video for almost 8 years (yes, since I was 9). I started with iMovie HD and have since then worked my way up to Final Cut Pro 9 and Final Cut Studio. I co-founded a film company called OffBlock Films. We do work in the Central Valley and have a vision of producing a feature length film at an unknown point in the future.

There is mdls and xattr, which gets and sets file attributes respectively. However, when I did mdls on a file that had a custom icon, the attribute kMDItemFSHasCustomIcon returned null. How comfortable are you with Terminal commands?

I'm pretty sure there's no .plist file for that. The information is stored directly in the file's metadata. You may be able to use an OpenMeta editor to edit it, but a cursory search didn't turn up anything useful. OpenMeta is an open standard, so theoretically it could work.

Since the only notifications you'll be getting from Skype are from a server, this doesn't really matter. However, if Skype were to send local notifications (not from an APN server), this would be a problem. Basically, my solution should solve your exact need, but does not solve your need in a broad sense.

Push notifications are sent "through a constantly open IP connection to forward notifications from the servers of third party applications to the Apple devices" Source. So, push notifications require Internet and a server behind it.

I'm sure there is, but if it gets that messed up, I would argue that you should restore. When I had that happen, I couldn't access any stock iOS apps (they didn't show up), nor could I use the camera (even 3rd party camera apps didn't work).
