"I don't want anything when I double click it"... Double-clicking a file will open the app it's assigned to. There's no way to prevent that. If you want a different app to open, select the file and then choose File > Get Info and change the Open With setting.

Have you tried USB Overdrive? It might have a feature to fix the lag. Also, do you experience the same lag when using the built-in trackpad?

I've been using Macs for years and have never noticed mouse cursor lag. What kind of lag are you talking about? Are you on a very old Mac or something?
