It depends on where on the disk you're reading. The outer edge of the disk has to spin faster to read at the same rate as the inner edge. So 1x is about 200-500 RPM (on the inside to the outside). There's a chart here: en.wikipedia.org/wiki/CD-ROM#Transfer_rates

Applications also have state as much as Lion does to make state a non-issue not all applications support it. Even if they did, I don't want to quit 20 apps then click 20 icons every time I change my desktop picture.
