iOS 7.1 here, I checked via Safari's remote developer tools and it seems that the resources are indeed not cached after force-quitting the app (Timelines > Network requests)

comment Can I shuffle a set of songs when I add them to Up Next?
Tip: just drag any song/album/artist to the right side of the window and a new playlist will be created. I just did that instead of adding the songs to Up Next and then create a playlist.
