I am guessing that there is an .xml somewhere that has a list of the prefpanes. My guess is it is gone. This would explain why all the prefpanes work, and are available in the drop down list, but not the sys pref window.

Tried show all prefs and cmd+L. Nothing. Have already done a repair disk and permissions (by restarting in the recovery partition.

I didn't see which server version you were using, or that you were using Yosemite, sorry. If you can not adjust the limits in the GUI, you may be able to do it by editing the plist.

To get a more specific answer you need to quantify "satisfactorily" and "anything THAT graphically intensive." Specifically what games are you planning on playing? What resolutions do you need? Specifics give reliable answers.
