For this to work the tab bar needs to be always visible. The default behavior is to hide the tab bar when only one tab is left. I prefer the default behavior, because it hides unnecessary user interface elements and reduces overall screen clutter.

In the current beta of Yosemite you can also drag the URL, see also apple.stackexchange.com/questions/147523/… I don’t think that this was possible in previous versions of Safari.
