Apple Mail 10.8x - (Version 6.3 (1503)

Apple mail is saving attachments for all of my accounts in: /Users/james/Library/Mail/V2

It does this even though each account has offline viewing options set to "omit attachments":

I have tried the "Rebuild" option under the "Mailbox" menubar drop down, this did not remove the attachments. Currently the folder is sitting at 8GB.. I'd like to remove local attachments from older emails, while keeping the full content on the server.

NOTE: Mail is doing this for my own dot.com, as well as a gmail account.

NOTE 2: this thread here, seems to address the issue, however the solution suggested has not worked for me.
