I keep turning off quote level and rich text and it keeps turning itself on.

How do I turn them off and keep them off???

I don't think the Rich Text setting actually does anything unless the composer deliberately chooses a font, color, etc when drafting the messages. Do you find that does something you don't want? In any case the question has nothing to do hardware, so you should replace "Macbook" by in the title. – Tom Gewecke Apr 10 '13 at 20:44
Thank you. I sometimes do choose colors and fonts, but never click on Rich Text or Quote Level, as I never want to use them. Is there some way to permanently turn them off? – user47172 Apr 10 '13 at 21:53
When you do choose colors and fonts, is it because you want the recipient to see them too? If so, rich text is required. – Tom Gewecke Apr 10 '13 at 22:21
