I am trying to install the fresh MacOS X on a new HDD after HDD failure but I can partition the HDD thru the Disk Utility. I keep getting the "unable to write to the last block of the device" error. I tried two different HDDs (Seagate and Toshiba) but same error msg and no luck so far. I can partition the HDDs just fine under Windows machine.

Are you booted to that partition, booted to Recovery HD or booted to an external or network volume? Does your Mac Model support Internet Recovery? Just edit more details into your post (just place the details in the flow). support.apple.com/kb/HT4904 – bmike♦ Feb 27 at 16:22
