I created a Pages document on my iPhone 4S and it will not show up in my iCloud or iPad. Why?

iCloud is set to sync and so is Pages. This has never been an issue until now.

I tried making small changes to force icloud to sync and that did not work. Finnaly i turned off my Iphone (only the 3 time in a year that I have even turned it off) Upon turning it back on it did sync with icloud and the doucuments were them placed on my ipad. Never had this issue before. – Joshua Nov 14 '12 at 23:18
