after I brew uninstall pkg-config (because some pkg-config error), when i reinstall (brew install pkg-config),I got the error:

 conftest.c:11:10: fatal error: 'ac_nonexistent.h' file not found #include <ac_nonexistent.h> 

How can I resolve this in order to install pkg-config again?

Have you cleared out /Library/Caches/Homebrew and /usr/local/Cellar/pkg-config so that it's re-downloaded and re-config'ed and re-compiled again? Also try: brew install --fresh pkg-config? – Ian C. Aug 9 '12 at 12:31
brew install --fresh pkg-config generate error still – Dreampuf Aug 9 '12 at 13:22

Try installing Apple XCode command line tools...
