Ask Different is a question and answer site for power users of Apple hardware and software. It's 100% free, no registration required.

I know that I can redirect the user to app store the write a review.
But what I want is how can I get the user has write it or not?
I want to notify the user to write a review. If he/she has written, don't prompt it anymore.

This question might be a bit off-topic for this site, but I suggest you only prompt a user once with options to not rate/review the app or to be reminded later, for a recognizable and non-intrusive solution. – Gerry Jul 25 '12 at 11:21
See Stack Overflow this one stackoverflow.com/questions/6237156/app-store-review-button does give answers if the review is done through the app – Mark Jul 25 '12 at 13:44
