Lately I've been completely unable to set custom shortcuts in apps that contain the "enter your shortcut" bubble. Every time I enter a combination I get an "Alert" dialog box. At first I thought that maybe it was because I had already assigned that key combination to another shortcut, but I keep getting the "Alert," no matter how obscure the key combo. enter image description here enter image description here

Right now, the problem that I'm running into is with 1Password, but I've had it happen with other apps in the past, including OmniFocus. Does anyone have any idea what could be causing the problem? Just for reference, I'm using a 2011 MacBook Air with a Japanese keyboard (set to English, of course), and running Lion. I usually have LaunchBar running in the background, but I get the error when I quit it as well.
