I am new to mac dev world. every where i try to download or do something i find "you should pay $99".

I want xcode to develop these apps, and test them before putting on the market place.

how much i should pay in total and from where I can download this xcode to start programming?

please provide me with links.

This website contains registration information for iOS & Mac development. You can develop apps on your Mac for free but in order to test them on your iPhone or sell them on the App Store you will need to pay the $99/year fee.

Well... it's not really $99. It is $99 per year.
