Is it possible to give out promo codes for Cydia apps?

In a way, yes. I've had a developer ask for my Cydia Account # once, so that he could issue the app to me. I wasn't jailbroken, but my college was so I gave his ID. Turns out he had to follow a 'Buy Now' link on the developer's site and go through the Cydia store, but since the app was already applied to the Account ID, he d

That's kind of like the opposite of a promo code. A promo code enables the user to get a free/discounted app on his/her own. What you're describing is the developer activating a license for a certain Cydia Id number. – newenglander Apr 10 at 21:28
