Is there any way of having menu bar and dock on all monitors? I'm looking for native way, SecondBar although useful is not 100% reliable.

EDIT: since answer to original question is "NO", related one.

Does Apple have any plans to change that in future versions of OSX?

The "Edit" you have performed to your question doesn't really make it a happy question. We usually don't accept questions that speculate or ask about things that may or may not happen in the future for a number of reasons.
